Car Burglar shocked, handcuffed himself and called police

19 year old Shane Williams-Allen broke into unmarked police car and took taser gun and handcuffs.

He then accidentally shocked himself with taser gun and handcuffed himself. He had to call police to remove the handcuff.

Humm… Not the brightest bulb I would say 😉
